On November 6, 2025, at the Government Office in Hanoi, Prime Minister Pham Minh Chinh met with the leadership delegation of the Global Semiconductor Industry Association (SEMI) and representatives from major international semiconductor companies. The meeting took place during the delegation’s visit to Vietnam for SEMI Expo Vietnam 2025.
Deputy Prime Minister Nguyen Chi Dung, the Ambassador of the Netherlands to Vietnam, and SEMI Southeast Asia President Linda Tan also attended. The event gathered leaders from various ministries and over 30 executives representing 3,700 enterprises in the global semiconductor supply chain.

CT Semiconductor – One of The Pioneer of OSAT in Vietnam
As one of the first OSAT factories in Vietnam, CT Semiconductor was honored to take part in this important discussion. The meeting allowed the Government and global technology leaders to exchange insights on the future development of Vietnam’s semiconductor industry.
Prime Minister Pham Minh Chinh highlighted Vietnam’s direction toward green growth, a digital economy, and innovation. He emphasized that semiconductors play a central role in this strategy. Vietnam aims to build an economy driven by science, technology, and digital transformation.
The Government expressed a strong commitment to forming a comprehensive semiconductor ecosystem. This ecosystem will include research, design, manufacturing, testing, and packaging, supported by effective policies in infrastructure, human resource development, and investment.
Commitment to Sustainable Development and Collaboration
Delegates from SEMI and global semiconductor corporations showed great confidence in Vietnam’s development plan. They also expressed interest in expanding cooperation in technology transfer, investment, and talent training.
As a local pioneer in Assembly and Test (OSAT), CT Semiconductor works closely with the Government to:
- Develop Vietnam’s semiconductor talent through specialized training programs;
- Promote technology transfer and strengthen industry linkages across the supply chain;
- Contribute to positioning Vietnam as a new semiconductor hub in Asia.

The meeting between the Government of Vietnam and SEMI marked an important milestone in Vietnam’s international integration. It also reaffirmed the nation’s commitment to becoming a strategic location in the global semiconductor supply chain.
