VIETNAM AS A “RISING POWER STAR” IN THE SEMICONDUCTOR INDUSTRY

Never before has an industry attracted so much attention and priority from the Government, localities and businesses as the semiconductor industry. The Vietnamese semiconductor market is becoming an attractive destination for global corporations such as Intel, Amkor, Marvell, etc.

It is at this urgent time that the Government has issued the “Strategy for developing Vietnam’s semiconductor industry to 2030 and vision to 2050” setting many specific goals, creating a solid foundation for the domestic semiconductor industry, aiming for sustainable development and deep integration into the global supply chain.

Accordingly, the long-term goal of the strategy is to increase the proportion of semiconductor products in high-tech exports, reduce dependence on foreign supplies and make Vietnam one of the important semiconductor production and research centers in the region and the world.

Speaking at the workshop “ Semiconductor Industry Strategy: New driving force for Vietnam and Hanoi ”, Mr. Nguyen Khac Lich, Director of the Department of Information Technology and Industry , Ministry of Information and Communications, presented many important issues related to Vietnam’s semiconductor strategy, answering the question “How will Vietnam participate in the global 1,000 billion USD semiconductor market by 2030?”.

VIETNAM IS DETERMINED TO DEVOTE ALL RESOURCES TO MASTER SEMICONDUCTOR TECHNOLOGY

First of all, Mr. Lich affirmed that in the current semiconductor industry, there are units that have a monopoly on the process, such as ASML holding a monopoly on photolithography technology or Nvidia Corporation currently holding 90% of the GPU market share. Meanwhile, Vietnam has only recently focused on developing this industry. Therefore, the path to developing and mastering technology for Vietnam is extremely difficult.

After the research process and based on the practicality of Vietnam and the world, the Ministry of Information and Communications has proposed a separate development path for the Vietnamese semiconductor industry according to the formula C = SET + 1. In which, Mr. Lich especially emphasized two factors: “S” – Vietnam will follow the path of developing popular chips, popularizing applications in life; “E” – Vietnam will also develop the new generation electronics industry (AI-izing electronic devices) in parallel with the semiconductor industry.

By 2030, Vietnam aims to have a semiconductor industry revenue of 25 billion USD and an electronics industry revenue of 225 billion USD. By 2050, these figures will be 100 billion USD and 1,045 billion USD respectively. In addition, in the next 5 years, Vietnam will train 50,000 engineers to serve the industry, and in the next 10 years, this number will double, helping Vietnam become a global human resource center.

To realize these ambitions, in terms of policy mechanisms to support the semiconductor industry, the Ministry of Planning and Investment is submitting to the Government a decree to establish an investment support fund, which, instead of just reducing taxes for businesses, will directly support businesses in cash.

The Ministry of Science and Technology is studying a project to research and develop core technology and new generation breakthrough specialized chip products by 2030, with a vision to 2050, aiming to make Vietnam a master of design and become a leading technology center.

The Ministry of Information and Communications is encouraging the establishment of research centers and institutes on the semiconductor industry. The Ministry of National Defense will be the lead agency to complete the construction of a small-scale, high-tech chip manufacturing plant before 2030.

Besides, Vietnam will continue to invest and develop infrastructure, ensure sufficient electricity and water, and prioritize the development of green energy and renewable energy to meet the needs of factories.

BUSINESSES AND INVESTORS HIGHLY APPRECIATE VIETNAM’S SEMICONDUCTOR MARKET

Appreciating the advantages in Vietnam’s semiconductor development, Ms. Linda Tan, President of the Southeast Asia Semiconductor Association, said that over the past decade, Vietnam has been the country with the fastest economic growth rate in the region.

“Vietnam is like a new rising star in the semiconductor industry. This comes from the fact that the Government has many strategic visions and clear roadmaps. In addition, a particularly important reason is that Vietnam has a particularly favorable geographical location, located at the center of maritime trade routes, and is the gateway for trade of commodity chains from many markets,” said Ms. Linda Tan.

However, according to Mr. Nguyen Tran Quang, Deputy Director of the Center for Investment, Trade and Tourism Promotion of Hanoi City, with the advantage of stable geopolitics, although there are many favorable conditions in terms of politics and society, when directly contacting businesses, the requirements from businesses and foreign investors, Vietnam’s current conditions cannot fully meet the requirements for cooperation.

Mr. Quang affirmed that the Government will strive to complete conditions and infrastructure as soon as possible, meeting the requirements of domestic and foreign enterprises and investors to further develop the Vietnamese semiconductor industry.

In his speech, Mr. CY HUANG, Chairman of FCC Partners Group, said he admired Vietnam’s ecosystem building policy. Silicon Valley is home to many of the world’s leading technology companies such as Meta, Google or Microsoft, which do not rely on government policies but have their own environments. Meanwhile, Vietnam has formed long-term, specific and clear policies to form a semiconductor ecosystem, creating many favorable conditions for businesses.

Mr. CY HUANG also said that FCC Partners is strengthening cooperation with Vietnamese enterprises such as FPT, establishing funds – abundant credit sources to develop human resources for Vietnam and is always ready to support Vietnam in developing the semiconductor industry.

In addition, attending the conference, Mr. Tran Ngoc Hung, MediaTek Business Development Director, also announced that MediaTek is ready to accompany Vietnamese electronics enterprises to produce electronic terminals, improve production capacity for Vietnamese enterprises through hardware R&D support… helping Vietnam access Mediatek’s global partner ecosystem.
