CT Group has once again set a historic milestone by signing a direct cooperation agreement with the Government of Indonesia, following its landmark export order of 5,000 heavy-duty UAVs to South Korea – affirming Vietnam’s new position on the global stage.
While public discussions were still abuzz over Vietnam’s first-ever export order of 5,000 heavy-duty UAVs to South Korea, CT Group swiftly followed with another striking development – signing a memorandum of understanding with the Indonesian government. On August 20, 2025, CT Group entered into an MoU with Indonesia’s Ministry of National Development Planning (Bappenas) to jointly advance policies and build an ecosystem for the Low-Altitude Economy, supporting Indonesia’s national digital transformation agenda.

Leading the Indonesian delegation was Minister of National Development Planning, Mr. Rachmat Pambudy – an influential figure in shaping national strategy and budget allocation, as well as a distinguished professor at IPB University. With its ambition to become one of the world’s top five economies, and as a driving force for science, technology, and innovation in Southeast Asia, Indonesia has chosen CT Group as its partner in the rapidly emerging field of the Low-Altitude Economy (LAE).
The signing ceremony was held with great solemnity at the headquarters of Indonesia’s Ministry of National Development Planning. In his heartfelt remarks, Minister Rachmat Pambudy stated: “Four months ago, I visited CT Group’s headquarters in Ho Chi Minh City and was truly impressed by Vietnam’s advances in science and technology. The Low-Altitude Economy (LAE) and national digital transformation are two critical new areas for Indonesia. We look forward to building a long-term partnership with CT Group”.
But what exactly is the Low-Altitude Economy (LAE) that has prompted so many nations to enter into an intense race? LAE is a completely new economic paradigm, built on cutting-edge technologies, now rapidly expanding in advanced economies. Essentially, LAE represents a multi-layered economic structure operating within the airspace below 3,000 meters. It mirrors virtually every sector of the terrestrial economy, but transferred into the skies with far greater productivity. Its foundation lies in breakthroughs in science and technology – including unmanned aerial vehicles (UAVs), artificial intelligence, big data, the Internet of Things, aircraft, aerostats, space stations, and advanced airspace management systems for monitoring, operations, and service delivery.
The Indonesian Government established its Low-Altitude Economy Committee in 2024, appointing some of the country’s most powerful policymakers to lead the initiative and seek technical collaboration with China and other nations. At the same time, the Government has allocated an enormous budget of USD 900 billion dedicated to science, technology, innovation, and digital transformation.
Speaking at the event, Vietnamese Ambassador to Indonesia, Mr. Ta Van Thong, remarked: “We recognize and highly appreciate the collaboration between Indonesia’s Ministry of National Development Planning and CT Group as a major step forward in elevating the partnership between our two nations – especially as both countries celebrate the 80th anniversary of Independence this year. The Embassy of Vietnam in Indonesia is committed to standing alongside this partnership and always keeping our doors open to welcome our friends…”

At the event, CT Group also signed cooperation agreements with eight leading universities in Indonesia – including Terbuka Open University, Udayana University, IPB University, Surabaya University, the Indonesian Institute of Technology (ITI), Perbanas Institute, the Institute of Technology and Business Visi Nusantara (ITB Vinus), and Riau University. These partnerships aim to fully leverage the potential of both sides in training, talent development, and advanced scientific research in high technology.
